Bilinski’s Visit and Bolsonaro’s Message

Congressman Paulo Bilinski (PL-SP) visited the cell of former president Jair Bolsonaro at the Federal Police headquarters in Brasília. After the inspection, he reported that Bolsonaro considered the approval of the dosimetry bill necessary to reduce the sentences of those convicted for the January 8 events. According to Bilinski, Bolsonaro expressed his willingness to sacrifice himself so that political prisoners could return home.

The Flaws of the Bill

Despite the narrative, the bill approved in the Chamber and sent to the Senate contains serious flaws. It provides for sentence reductions between one-third and two-thirds, but does not establish an automatic rule. Therefore, the STF will decide case by case, keeping concentrated power in the hands of the justices. In addition, there is no transitional rule for the non-cumulative application of crimes, leaving interpretation once again to the Court.

An audio recording revealed that Paulinho da Força withheld the text of the bill until the eve of the vote. Lawmakers voted without knowing the actual content. Paulinho promised that everyone would benefit, including leaders and financiers, but the approved text explicitly excludes these categories. His strategy was clear: sell a false promise to secure political support, while ensuring that the STF retained control over dosimetry.

The Role of Alexandre de Moraes

Reports suggest that the bill was “briefed” by Alexandre de Moraes. This reinforces criticism that the STF not only judges but also interferes directly in the legislative process. By accepting to vote without reading the text, Congress legitimized institutional capture and abdicated its legislative role. The result is a bill that does not guarantee immediate freedom but strengthens the Judiciary’s dominance.

Critical Conclusion

The dosimetry bill is another example of political manipulation and congressional omission. Lawmakers voted blindly, based on false promises. Bolsonaro, concerned about the prisoners, supported the measure without knowing the text. In the end, the STF continues to decide. The narrative that the bill would bring immediate freedom was a lie built to deceive the political base. Brazilian democracy remains hostage to maneuvers, while the Legislature bows to the Judiciary.
